The opposition faction known as Kit Guang, led by General Simon Gatwish Dual, has signed a peace agreement with the Government of South Sudan, with mediation from the Sudanese government in Port Sudan.
The negotiations were conducted with the Director of Sudan’s National Intelligence and Security Service, Lieutenant General Ahmed Ibrahim Mufdal, and the signing took place last Sunday with representatives from the Sudan People’s Liberation Movement faction “Kit Guang” led by General Simon Gatwish, while the Government of South Sudan was represented by the Director of the Internal Security Service, Lieutenant General Akeij Tong Aleo, and the head of military intelligence, General Garang Stephen Marashal.
The agreement ensures the implementation of security arrangements and the official integration of the dissident forces, known as “Kit Guang,” into the South Sudan People’s Army. It also guarantees the faction’s participation in governance. Sudanese mediator General Ahmed Ibrahim Mufdal described the agreement as historic, stating, “Today, we have reached an agreement between the Government of South Sudan and the opposition Sudan People’s Liberation Movement faction ‘Kit Guang’ after the second and final round of consultations supervised by the National Intelligence and Security Service, with close oversight from the Chairman of the Sovereign Council, Lieutenant General Abdel Fattah Al-Burhan.”
In 2022, the Government of South Sudan had signed a peace agreement with the Kit Guang faction, mediated by Sudanese President Abdel Fattah Al-Burhan, following an armed conflict in the Upper Nile. General Mufdal, head of Sudan’s National Intelligence and Security Service, mentioned that “Sudan offered its expertise and capabilities to assist our brothers in South Sudan, continuing its fraternal roles and sense of responsibility to end wars and disputes, and as a supporter and sponsor for achieving lasting peace.”
The Sudanese mediator praised the South Sudanese parties’ response to the call for peace and the signing of the agreement, noting that this agreement would open the door to security stability in the border areas between the two countries, particularly in the “Luo Nuer” region, where the Kit Guong faction has a strong presence and influence. The inclusion of this faction in the peace process would encourage others to join and embrace the peace option in South Sudan.
General Ibrahim, Director of the National Intelligence and Security Service, emphasized that the Sudanese government, under Al-Burhan’s leadership, would continue to support President Salva Kiir’s government, urging the parties to implement all provisions of the agreement, as it would lead to more stability and progress for South Sudan.
General Simon Garwish Dwal, the leader of the opposition faction, Kit Guong, reaffirmed his commitment to advancing for the stability of South Sudan and achieving lasting peace for its citizens after signing the peace agreement with the Government of South Sudan. He added that his forces would be integrated into the government forces.
General Akij Tong Aloo, Director of Internal Security Service in South Sudan, expressed his happiness with the signing of the peace agreement with General Simon Garwish and praised the Sudanese government and the National Intelligence and Security Service for overseeing the consultations leading to the signing. He stated, “We will adhere to the agreement we signed under the monitoring of the Sudanese government and the supervision of the National Intelligence and Security Service.”
