President: Returns the National Security Service Bill to Parliament for Further Review

President Salva Kiir Mayardit has returned the controversial National Security Service Bill to the Transitional Parliament for further review and scrutiny, following public reactions and criticism from civil society organizations both inside and outside the country, which were triggered by some provisions in the bill.

Despite the bill being passed in Parliament earlier this year by a majority vote, after strong condemnation, President Kiir decided to return the bill to Parliament for further review.

This move comes amid growing calls from civil society to strengthen the rule of law and ensure the protection of citizens’ fundamental rights, at a time when the bill is seen as a test of the government’s commitment to democracy and transparency.

The bill includes provisions granting the National Security Service broad powers to carry out arrests without judicial orders and detain individuals without thorough investigations, which critics of the bill argue threaten basic freedoms and open the door for abuse of power.
