The East African Community (EAC) took a significant step toward regional digital transformation on Monday with the convening of the Regional E-Commerce Engagement Platform (EEP).
The two-day meeting, held from May 8 to 9 in Kampala, Uganda, focused on validating the Action Plan for Harmonisation of E-Transaction Legislations and updating the Monitoring and Evaluation (M&E) Tool, which tracks the implementation of the EAC E-Commerce Strategy.
Adopted on July 12, 2022, the strategy serves as a roadmap for creating a secure, inclusive, and dynamic e-commerce environment in East Africa, integrating Partner States into the global digital economy.
A key objective of the strategy is establishing an EAC Single Digital Market, allowing businesses and consumers to transact seamlessly across borders. The validated e-transaction Action Plan aims to create a harmonized legal framework that reduces regulatory challenges while increasing trust and compliance in digital transactions.
The effective implementation of the strategy is expected to yield substantial digital transformation benefits. These include improved coherence across national e-commerce regulations, expanded market access for Micro, Small, and Medium-sized Enterprises (MSMEs), and increased participation of youth- and women-led digital businesses in the online economy.
Additionally, the strategy is expected to make the region more attractive to investors by fostering a stable and innovation-driven digital business environment. With harmonized systems facilitating cross-border transactions, Partner States can anticipate greater trade efficiency and lower transaction costs.
The growth of the digital economy is also projected to drive job creation, generate new revenue streams, and support inclusive economic development, positioning the EAC as a competitive player in the global digital marketplace.
Supported by Gesellschaft f\u00fcr International Zusammenarbeit (GIZ), the Kampala meeting marked a milestone with the official establishment of the Regional E-Commerce Engagement Platform (EEP). This platform brings together key stakeholders from both the public and private sectors across EAC Partner States to coordinate and oversee the implementation of the E-Commerce Strategy.
By institutionalizing the EEP at the regional level, the EAC has established a collaborative mechanism for tracking progress, aligning national initiatives, and ensuring consistency in policy execution.
The meeting also validated the Action Plan for Harmonisation of E-Transaction Legislations, a crucial step toward creating a legally interoperable digital market. Additionally, the finalized EAC E-Commerce Strategy M&E Tool will enable real-time tracking of implementation progress across Partner States.
Complementing other regional initiatives, the Eastern Africa Regional Digital Integration Project (EARDIP) was highlighted as a key effort to deepen digital integration and boost digital trade.
Speaking at the workshop, EAC Deputy Secretary General for Customs, Trade, and Monetary Affairs, Ms. Annette Ssemuwemba, emphasized EARDIP\u2019s role in supporting the E-Commerce Strategy by creating the necessary digital infrastructure for secure, scalable, and interoperable e-commerce.
\u201cThe Project provides the infrastructure, legal harmonisation, and capacity support that Partner States need to make e-commerce a reality for all citizens and businesses,\u201d she stated.
EARDIP is expected to play a vital role in executing the EAC E-Commerce Strategy by strengthening key digital economy enablers. These include enhancing digital infrastructure for high-speed connectivity, reinforcing cybersecurity and data protection frameworks, and ensuring the safety of digital transactions.
Additionally, EARDIP will facilitate the expansion of cross-border digital services, including interoperable payment systems. The project will also focus on capacity building and institutional strengthening to equip Partner States with the necessary skills, systems, and regulatory tools to implement e-commerce reforms effectively.<\/p>\n\n\n\n
