First Lieutenant James Akech, spokesperson for the state police, told No. 1 Citizen Daily<\/em> that criminal gangs are increasingly operating in several residential areas of the city, making it more difficult for law enforcement to track and apprehend them.<\/p>\n\n\n\n \u201cIn some cases, information doesn\u2019t reach us in time.
