For the first time since then, residents of <strong>Leer County in southern Unity State<\/strong> now have access to <strong>formal justice<\/strong> through the deployment of a <strong>mobile court<\/strong> that will hear over 60 cases related to <strong>murder, rape, and other serious crimes<\/strong> from Leer, Miandit, Fangak, and Koch counties. The courts are supported by <strong>UNMISS<\/strong>, the <strong>Multi-Partner Trust Fund for Reconciliation, Stabilization and Resilience<\/strong>, and the <strong>Norwegian Embassy<\/strong>.<\/p>\n\n\n\n<p>The mobile court was officially inaugurated by <strong>Unity State Governor Dr. Riek Bim Top<\/strong>, and more than <strong>2,000 people gathered<\/strong> to witness this historic event\u2014demonstrating its significance to communities across the region.<\/p>\n\n\n\n<figure class=\"wp-block-gallery aligncenter has-nested-images columns-default is-cropped wp-block-gallery-1 is-layout-flex wp-block-gallery-is-layout-flex\">\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"2048\" height=\"1365\" data-id=\"4294\" src=\"https:\/\/derawetmedia.com\/wp-content\/uploads\/2025\/04\/\u0631\u064a\u0643-\u062a\u0627\u0628-2.jpg\" alt=\"\" class=\"wp-image-4294\" srcset=\"https:\/\/derawetmedia.com\/wp-content\/uploads\/2025\/04\/\u0631\u064a\u0643-\u062a\u0627\u0628-2.jpg 2048w, https:\/\/derawetmedia.com\/wp-content\/uploads\/2025\/04\/\u0631\u064a\u0643-\u062a\u0627\u0628-2-300x200.jpg 300w, https:\/\/derawetmedia.com\/wp-content\/uploads\/2025\/04\/\u0631\u064a\u0643-\u062a\u0627\u0628-2-768x512.jpg 768w, https:\/\/derawetmedia.com\/wp-content\/uploads\/2025\/04\/\u0631\u064a\u0643-\u062a\u0627\u0628-2-1536x1024.jpg 1536w\" sizes=\"(max-width: 2048px) 100vw, 2048px\" \/><\/figure>\n<\/figure>\n\n\n\n<p>In his opening remarks, Governor <strong>Riek Bim Top Luong<\/strong> stated<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe deployment of the mobile court and the establishment of permanent justice in Unity State provide mechanisms that allow all South Sudanese to access justice, regardless of political affiliation. We are working with the judiciary and partners to permanently reinstate judges in Unity State so that victims can receive their legal rights.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p><strong>Traditional leader of Koch County<\/strong>, William Dub Kueth, said the absence of a formal justice system created a gap traditional courts couldn&#8217;t fill:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cWe are authorized to handle customary matters but are not qualified to try cases of <strong>murder or rape<\/strong>. These require a <strong>trained and competent judge<\/strong>. We fully support the mobile court at the community level because it will help reduce crime and hold perpetrators accountable.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p><strong>Stella Abayomi<\/strong>, Acting Head of the UNMISS Field Office in Unity State, also expressed her strong support:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe mobile court will address cases beyond the jurisdiction of traditional leaders, including <strong>murder, gender-based violence, conflict-related sexual violence, and forced or early marriage<\/strong>. Justice and accountability are key to reducing crime, curbing violence against women, and improving security.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>The large number of <strong>women in attendance<\/strong> at the opening ceremony reflected the <strong>disproportionate impact<\/strong> of conflict and crime\u2014especially <strong>sexual violence<\/strong>\u2014on women and girls throughout South Sudan.<\/p>\n\n\n\n<p><strong>Maria Nya Dak<\/strong>, a 20-year-old woman, shared her thoughts:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cWe are happy the mobile court has come because it will help stop early and forced marriages in our community. Women and girls have suffered for too long without justice.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>Maria called for stronger laws to protect women and girls from all forms of violence:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cOur government must pass laws that address the major challenges facing women and girls. That would give us the full freedom we deserve.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>The mobile court is a joint initiative between the <strong>Judiciary of South Sudan<\/strong>, the <strong>Ministry of Justice and Constitutional Affairs<\/strong>, and the <strong>Government of Unity State<\/strong>. The court team consists of <strong>two High Court judges<\/strong>, <strong>three court clerks<\/strong>, <strong>three defense attorneys<\/strong>, a <strong>prosecutor<\/strong>, and a <strong>victims\u2019 representative<\/strong>.<\/p>\n\n\n\n<p>Before court sessions began, <strong>UNMISS and its partners<\/strong> trained <strong>20 new investigators<\/strong> in southern Unity State, with a special focus on handling <strong>sexual violence cases<\/strong>.
